黑龙江美术馆成立于1964年，其前身是始建于1962年的黑龙江省美术展览馆，拥有一批精干、高效的专职美术工作者和高水准的专业创作人员(现有编制40人)，是黑龙江省最重要和最具权威性的专业美术工作机构，隶属黑龙江省文联直接领导。

    黑龙江美术馆担负全省的美术收藏、研究和组织学术交流，承担国家和地方举办的各种类型的美术展览、进行社会审美教育和开展国际文化交流等工作职能；与省美术家协会共同担负全省美术创作、美术队伍的建设等任务。

    建馆三十多年来，黑龙江美术馆认真贯彻党的文艺政策，坚持“二为方向”和“双百方针”，努力落实黑龙江省委、省政府提出的“造就北方文艺劲旅，创作文学艺术精品”和“建设边疆文化大省”、“创建龙江美术强省”的发展目标，并通过收藏、研究、展览、陈列以及组织学术研讨及文化交流等工作，为发展全省美术事业，满足广大群众的精神文化需求，提高社会审美水平等方面发挥了巨大的作用。

主要部门及职能

收藏研究部
    负责国内外特别是具有黑龙江地域特征的美术作品的收藏和陈列，对馆藏作品及省内外重要美术家、美术理论、美术流派、美术活动的相关资料进行收集、整理、研究和出版；组织学术研讨和交流活动。设有藏品室、微机档案室、资料室和陈列室，藏有近、现代优秀美术作品1，500 余件，初步形成了以北大荒版画为龙头，以黑龙江绘画为框架，以俄罗斯等周边地域风格的绘画作品为特色的收藏体系。

展览工作部
    承办国家和本省的大型美术活动，举办定期和不定期的不同门类的美术作品展览。有展厅760平方米，展线260延长米。建馆以来共举办美术和相关门类的国家、省籍画展800余次。

组联工作部
    由省美术家协会和省美术馆共同领导，负责对中国美协，各兄弟省、市美协、省文联以及省内各市地美协、美术单位的业务联系；对全省美术团体和会员的管理；组织、联络、协调、指导基层协会工作；负责协会工作和美术动态等方面的资料积累、情况研究和提供咨询等。

创作室和版画院
    为省美术家协会和省美术馆直属的专业创作群体，承担创作、创作研究及辅导全省美术创作的任务。拥有油画、国画、版画、雕塑专业工作室十余间，省内创作基地两处；拥有高级职称的专业创作员10人，室外、院外画家20人。创作的近百件美术作品分别获得全国美展、全国性单项展和国内外各类美术活动的金、银、铜奖60余项。

Hei Longjiang Art Museum

The Hei Longjiang Art Museum, affiliated to the federation of Literature and Art Circle of Hei Longjiang Province, was founded in 1964. Its predecessor is the Provincial Art Exhibition Museum. With 40 capable and efficient professional workers and creators, now Hei Longjiang Art Museum is of great importance and the authority in whole of the Province.

Hei Longjiang Art Museum is in charge of collections, researches, and art exchanges in the whole province, as well as a variety of national and provincial exhibition, aesthetic educations, and international art exchanges. Together with Heilongjiang Artists Association, it takes charge of art creation and art circle development.

For more than 30 years, Hei Longjiang Art Museum has been carrying out art policies of the Party seriously, adhering to the policy of contention and flourishing of numerous schools of thoughts, and trying its best to fulfill the goal of making Hei Longjiang a great cultural province. Through collection, research, exhibition, as well as organizing academic seminars and culture exchanges, Hei Longjiang Art Museum plays an important role in developing provincial art and elevating social taste.

Collection & Research Department
The department is in charge of collecting and exhibiting art works especially that with distinctive Heilongjiang regional features. It also takes charge of collecting, arranging, researching and publishing materials on artists, art theories, art schools, and activities both in and outside Heilongjiang province as well as organizing academic discusstion and communications. It has set up a storeroom, a computer room, and a show room. With more than 1,500 pieces of modern and contemporary fine art works, this department has founded a primarysystem with prints in Great Northern Wilderness as flagship, and Heilongjiang paintings as stem, and is characterized by art works from Russia and other neighboring regions.

Exhibition Department:
The department takes charge of provincial and national large art exhibitions of different categories. The exhibition hall covers an area of 760 square meters with an extended line of 260 meters. Since the museum was founded, it has organized 800 provincial and national exhibitions on art and other related subjects.

Organization and Communication Department:
Led by provincial Artists Association and the Art Museum, the department is in charge of communication with other artists associations, literature and art circles and organizations. It plays an important role in management of art teams and membership, organizing, coordinating, and directing associations at basic level. The department collects materials of the association's achievements and art trends, also provides consulting services.

Creation and Prints Department:
With more than 10 professional work rooms for oil painting, traditional Chinese painting, prints and sculpture, affiliated to provincial Artists Association and the Art Museum, this department is in charge of creating art works and guiding other organizations to create in the whole province. Now it has 10 regular professional creators and another 20 from outside the department, whose works have gained more than 60 prizes from national art exhibitions and other exhibitions on special subjects respectively.
